All relationship scores were computed as normal as before (without the -1000 genocidal modifier) and I cannot use "End Threat" Casus Belli on these AI empires. This stance change does not affect actual relationships between empires, nor do they affect Casus Belli. I have not yet established communications with any Machine intelligence empires (or if there are any in game) so I don't know if they are also set to "Extermination" stance. The console command "free_policies" seems to not only enable unrestricted policy changes for the player, but also sets all non-fallen regular AI empires to the "Purification" diplomatic stance (or "Hunger" stance for Hive mind empires).
